JSON Merge Patch (RFC 7386) of one member (scope tenant_users:write).

The caller sends facts about a person. name belongs to the platform identity and is forwarded there; work_email, job_title, preferred_locale, role and status are this organisation's own and are written here. That split is ours, not the caller's: the cross-service step runs first and any failure aborts the patch before anything local commits, so a partial write is never left behind.

Patchable: name, work_email, job_title, preferred_locale, role, status (see PublicUserPatch): present = set, omitted = untouched, null = 422 (nothing here is removable). Tag membership is the /users/{id}/tags sub-resource. Ordering: validation first, then the identity name write (503 aborts everything), then the local changes in one transaction — so a failed cross-service step never leaves a half-applied edit behind.
